Rights of English Language Learners with Disabilities
Each year, Hispanic Heritage Month follows the start of the school year. In our multicultural country, it is a good time to think about the rights and contributions of the many Latino families with students in our schools. This year in particular, when many children return to “regular” school for the first time in two years, it is very important to pay attention to the educational needs of English Learners and students with disabilities.
In the US, students with difficulties in school – including speaking, behaving, socializing, concentrating, and learning math, reading, or writing – may qualify for individualized educational services. Also, students who did not learn English at home and are learning it at school are entitled to special services for English Learners (“English Learners” or “ELs”). While EL students can get general English Learner programs, many times, students with disabilities have rights to individualized programs. Those with disabilities who are also ELs need individual services that teach English in a way that works well for their particular learning needs. Many times, services for these students can benefit many other students.
